One might add dither fish to an aquarium to fill, distract, and interact with other, often more aggressive tank mates in hopes of a more peaceful environment.
I've found that fish-keeping is well removed from day-to-day life. If I spend all my time focused on the mission of life (family, job, et al) I eventually face burn out. A break from that allows me to rest and return refreshed.
Fish do not know of anything other than their own world. When I join them for awhile I'm more ready for mine.
Thus, all my fish are dither fish.

I'm a medical copy editor. Both my hobby and career involve hours of staring at various arrangements of 26 characters that are no bigger than an eighth of an inch. My eyes are going to be shot by the age of 35.
I need fish.
